About Extremely Fine for the issue type. 
Possibly unique token taken from a looter in the chinese uprisings in Tientsin City and Peking. Possibly a piece of memorabilia for a Police officer with name & number, or a jailed looter with name and prison number? A wonderful piece of oriental history.
