1862 (January) Postal Notice. Post Office circular for "new postage stamps of the value of ninepence, and alterations in the colour of the fourpenny stamp" bearing 4d. bright red and 9d. bistre (with wing margin) overprinted "specimen" type 6; there is a paper reinforcement behind the stamps and some light ageing. A good circular.
