Peru (Chilean Occupation) 1891 envelope to Callao franked by 2c telegraph issues on front (5), untied though and once arriving at Callao two postage dues applied tied by single double ring cds, the front shows fine blue oval ‘Linea de vapores GOLFO/ ARICA’. The Telegraph stamps were valid but maybe as not cancelled and the bad relations between the ports, they were surcharged, the envelope opened out for display  with tears at top.
